18/2008: „Jedem eine Wohnung" - Partizipationsmöglichkeiten der DDR-Bevölkerung am Beispiel der Wohnungspolitik der SED in den 1970er Jahren

Abstract

Die Frage, inwiefern und in welchen Formen eine politische Partizipation der Bevölkerung unter den Bedingungen der SED-Diktatur in der DDR möglich war, hat in der geschichtswissenschaftlichen Diskussion bislang relativ wenig Beachtung gefunden. Der vorliegende Aufsatz untersucht anhand von Eingaben ostdeutscher Bürger aus den 1970er Jahren, welche partizipatorischen Spielräume die DDR-Bevölkerung besaß und inwieweit sie auf dem Weg der Eingabe Einfluss auf politische Entscheidungen nehmen konnte. Der Autor setzt das Ansteigen bzw. Absinken des Eingabenaufkommens in Beziehung zu wohnungspolitischen Entscheidungen der SED und argumentiert, dass Eingaben in der DDR in begrenztem Maße als „plebiszitäres Mittel" fungieren konnten.

The question of the extent to which and in what forms political participation of the population was possible under the conditions of the SED dictatorship in the GDR has so far received relatively little attention in the historical-scientific discussion. This article examines, on the basis of submissions by East German citizens from the 1970s, the participatory scope the GDR population had and the extent to which it was able to influence political decisions on the basis of these submissions. The author relates the increase or decrease in the volume of submissions to the housing policy decisions of the SED and argues that submissions in the GDR could function to a limited extent as a "plebiscitary means".
