dc.description.abstractAccording to general legal principles, when a crime occurs, the perpetrator of the offense must compensate any damages caused. But in some cases, particularly as terrorism offenses, is not possible to identify the perpetrator of the offense, or the perpetrator of the offense may escape, or there might not be sufficient evidence against him available, or the perpetrator of the offense might not own enough property and assets to compensate the damage. A difficult resulting question is the following: Who is in such cases responsible to compensate the damages - possibly the state? And if the state is responsible for compensation, what is basis of this responsibility? What are the terms and methods of such compensation by state? The article will try to answer these questions.eng
