Gefährliche Nähe? - Menschenrechtsorganisationen in Kooperationen mit der Polizei

Abstract

Die Dissertation untersucht Kooperationen zwischen Menschenrechtsorganisationen (NGOs) und der Polizei in Deutschland mit Fokus auf die NGOs. Ausgehend von der These, dass solche Kooperationen häufiger werden, untersucht sie Struktur, Inhalt und Funktionsweise solcher Kooperationen und prüft, welche Auswirkungen sie für die NGOs mit sich bringen. Dabei zeigt sich, dass die Kooperationen tatsächlich seit einigen Jahren zunehmen, sich verstetigen und institutionalisieren, sie jedoch weiterhin fragile und konfliktbehaftete Konstrukte sind. Je nach strategischer Grundausrichtung einer NGO kann diese durch Kooperationen mit der Polizei Vor- oder Nachteile erzielen: So können Organisationen, die sich um Opfer von Menschenrechtsverletzungen kümmern, teilweise deutliche Erfolge als Kooperationsauswirkungen verbuchen. Politisch aktive Organisationen, die sich öffentlichkeitswirksam um Menschenrechtsschutz bemühen, nehmen durch Kooperationen mit der Polizei hingegen eher Schaden, v.a. in Bezug auf ihre Reputation.

The book analyses cooperation between human rights NGOs and the police in Germany, focusing on the NGOs. Based on the assumption that such cooperation is becoming more frequent, the research examines structure, issues and operating modes of cooperation and which results NGOs can achieve by dealing with the police in a cooperative mode. It becomes evident that indeed, cooperation is getting more frequent, institutionalised and intense in the last 15 years. Still, cooperative structures are weak and full of tension. Depending on the NGOs’ strategic alignment, cooperation with police may bring them various advantages and disadvantages. Organisations which focus on victims of human rights violations, for example, can achieve very positive results when cooperating with the police. In contrast, advocacy NGOs in the political arena are at risk to achieve more negative than positive results through cooperation, especially for their organisation’s reputation.
