Abstract: Obwohl die gemeinsame Nutzung von Land- und Wasserressourcen für die Landwirtschaft unabdingbar ist, werden beiden Ressourcen meist getrennt voneinander reguliert. Detaillierte Studien zur Analyse der gemeinsamen Land- und Wasserregulierung, sowohl aus konzeptioneller als auch aus empirischer Sicht, liegen bisher kaum vor. Das Ziel der Arbeit ist es, Land-Wasser-Nexus am Beispiel Tadschikistans zu analysieren. Die Arbeit zielt darauf ab a) einen Beitrag zur Wassersicherheitsdebatte zu leisten und einen entsprechenden Index zu entwickeln; b) Eigentumsrechte und wahrgenommene Rechte zu konzeptualisieren; c) einen Analyserahmen zur Untersuchung des Land-Wasser-Nexus zu entwickeln. Die empirische Analyse beruht auf primären quantitativen und qualitativen Daten erhoben in Tadschikistan. Die Ergebnisse zeigen, dass die auf nationaler Ebene vorgenommenen Änderungen der Politik, wie die Vergabe von Landnutzungsrechten, Auswirkungen auf die Zusammenarbeit im Bewässerungsmanagement haben. Darüber hinaus zeigen die Ergebnisse, dass die Wahrnehmungen der Ressourcennutzer in beiden Sektoren vom formellen Recht abweichen und langfristig die Unsicherheit der Ressourcen erhöht.
Although the joint use of land and water resources are indispensable for agriculture, the two resources are mostly governed separately. Previous studies are inconclusive regarding the analysis of joint land and water governance from a conceptual as well as an empirical perspective. The aim of the thesis is to analyse the complexity of a land-water-nexus for the case of Tajikistan. Specifically, the thesis aims to a) contribute to the water security debate and develop an irrigation water security index; b) conceptualize and map property rights and customary claims; c) develop a framework to investigate the land-water-nexus. The empirical analysis relies on primary quantitative and qualitative data in two districts in Tajikistan. The results show that policy changes made on the national level, such as land certification, have an impact on cooperation in irrigation management. Further, findings confirm that the perceptions of resource users diverge from formal law in both resource sectors which is increasing tenure insecurity on the long run.
