Abstract: | Die vorliegende Dissertation identifiziert im Rückgriff auf sozialökologische Forschung und mittels der Analyse der spezifischen Problematisierungen von Phänomenen im Zusammenhang mit Wasser durch Institutionen und Akteure der deutschen Entwicklungszusammenarbeit in Sub-Sahara Afrika Widersprüche und Unzulänglichkeiten in der entwicklungspolitischen Zieldefinition und Maßnahmenplanung: Unterkomplexe, simplifizierende und institutionell vorgeprägte Problemdiagnosen verhindern eine systemische Auseinandersetzung mit Wasserfragen sowie der Komplexität sozialökologischer Herausforderungen im Allgemeinen. Die selektive Problemwahrnehmung gründet dabei auf Vorstellungen von Entwicklung als linearem Fortschritt, der unterkomplexen und normativ fragwürdigen Unterscheidung der Welt in ‚entwickelt‘ und ‚unter-entwickelt‘ sowie der Überzeugung, volkswirtschaftliches, materielles Wachstum sei eine notwendige Voraussetzung für Entwicklungsprozesse. By applying socio-ecological research and analysing the specific problematization of water-related phenomena, this dissertation identifies contradictions and inadequacies in the definition of development policy goals as well as in the planning of measures by institutions and actors of German development cooperation in sub-Saharan Africa: not sufficiently complex, simplifying and widely institutionalized problem diagnoses prevent a systemic discussion of water issues and of the complexity of socio-ecological challenges in general. The selective perception of problems is based on ideas of development as linear progress, the normatively questionable differentiation of the world into 'developed' and 'under-developed' as well as the overall conviction that economic, material growth is a necessary prerequisite for successful development processes. |
