Das Sanierungsgebiet Hemshof in Ludwigshafen am Rhein - eine Bilanz von 30 Jahren baulicher Erneuerung und sozialer Veränderung

Abstract

Die Stabilisierung der Sozialstruktur der ansässigen Bevölkerung war ein wesentliches Ziel der Sanierung des in der Gründerzeit entstandenen Ludwigshafener Stadtteils Nord/Hemshof. Der Autor untersucht in seiner Dissertation Zielstellung, Verlauf und Folgen der Sanierung, die städtebauliche Erneuerung, die sozialen Veränderungen und den Zusammenhang zwischen baulicher und sozialer Entwicklung. Untersuchungszeitraum sind die Jahre 1970 bis 2000 bei einer vertiefenden Betrachtung insbesondere von soziodemografischen Indikatoren für das erste Drittel der Sanierung. Aus dem umfangreichen Datenbestand aus den Sanierungsakten, vorbereitenden und begleitenden Untersuchungen und der amtlichen Statistik, die dem Autor als wissenschaftlichen Mitarbeiter des Amtes für Stadtentwicklung der Stadtverwaltung Ludwigshafen zugänglich waren, wird eine umfassende Bau-, Sozial- und Infrastrukturbilanz für 30 Jahre Sanierung in einem 50 ha großen innenstadtnahen Wohngebiet vorgenommen. Die Daten werden auch kleinräumig bis zur Blockebene analysiert und im gesamtstädtischen Kontext gewichtet. Das Verhältnis von Sanierung und Sozialplanung wird ebenso thematisiert wie die Steuerung des Projektes im Rahmen der kommunalen Stadtentwicklungspolitik.

The stabilisation of social structures in local population was a main-goal of the redevelopment of the district of Hemshof which dates back to the end of the 19th century when industrialization took place all over Germany. The author explores in his dissertation the goals, the process and the consequences of the remediation, the social changes and the relation between constructional and social developments. The period of examination is 1970 - 2000, regarding intensely sociodemographic indicators in the first decade of the redevelopment (1970 - 1980). From the immense amount of filed data in precurring & accompanying reports and official statistics which the author had access to, because of his professional activity in the department for city development in Ludwigshafen/Rhein, an extensive balance is accounted for, regarding 30 years of remediation in a residential area of about 50 hectares quite close to the city centre. The data is analysed down to the level of "Blockebene" and weighted in municipal context. The relation between redevelopment and social plannings is focussed on as well as the controlling of a project within the scope of communal development policy.
